It isn't a mod when it is made and endorsed by Bethesda, it's dlc, and while it isn't always GREAT DLC, it is still that. I highly recommend looking up Juicehead on YT and see the stuff he says about the CC stuff. Is all of it great? Nah, some of it isn't that good, but it adds something to the game, and if you're a console player then you are lacking in some things that you can get, and it is nice to not have your trophies and so forth locked when using them. I've bought and enjoyed every one of the CC content that has come out for skyrim one way or another.
